Here's to a Big Year in 2026

As we begin a new year, I want to wish you and your family a happy and healthy 2026. Hermiston is continuing to see positive momentum, and the year ahead brings several important changes that reflect our community values and long-term planning.


This spring, City Council elections will give residents the opportunity to get involved in local government and help shape Hermiston’s future. The candidate filing deadline is March 10, with a community forum planned for April 16 so residents can meet the candidates ahead of the May 19 election. (Learn more about candidates and elections.)


We’re also looking ahead to major improvements at the Geer, Harper and 1st Street intersection — one of the most challenging spots for drivers — which will soon be safer and more efficient. Be prepared to use an alternate route during construction season this spring and summer.


In addition, curbside recycling will begin in 2026. While state legislation is making this a requirement for nearly every city in the state, the service has also been requested by many residents over the years. We'll provide more details when they are available.


Finally, I want to thank everyone who made Christmas Express a huge success again this year. It takes a whole lot of work from the Hermiston Police Department, city staff, volunteers, and community partners to make this event run smoothly, and we couldn't do it without you. 

The program served 77% of people on the distribution list, which is an increase of 20-30% over past years. This is due in large part to automated reminders, volunteer phone calls, and expanded weekend hours. And all leftovers were provided to local food banks and homeless services.


Thank you to everyone who helps make a meaningful difference for our community during the holidays and every day of the year.

Growth & Development Update for 2025

Hermiston continued its strong economic momentum in 2025, marked by sustained housing development, population growth, and major private investment. During the year, the City approved 130 new single-family housing units. Since 2020, Hermiston has approved 767 total housing units, supporting steady growth tied to expanding job opportunities.


Of the total housing approved since 2020, 108 units have been income-restricted apartments and 77 were manufactured homes, creating diverse workforce housing options.


According to Portland State University, Hermiston has added an estimated 937 residents since 2020 and now has a population of 20,296.


Beyond housing, the City approved residential and commercial permits totaling $469 million in job value in 2025 — highlighting strong business investment, a growing tax base, and continued economic activity across the Hermiston area.

Police Department Hires New Code Enforcement Officer


Jacob Best will work as the city's new Code Enforcement Official, helping protect public health and safety by addressing housing, zoning, building, and property maintenance concerns — in other words, helping keep our neighborhoods clean, safe, and welcoming.


Jacob is a lifelong resident of the Greater Hermiston area and looks forward to taking a proactive approach to addressing issues that impact the everyday lives of our community members.

Recycling Depot Changes Collection Bins


The Hermiston recycling depot at the corner of Geer and Harper roads has been updated to improve efficiency and sustainability. Please note when dropping off your materials that the bins have changed:

  • Glass Recycling: All colors of glass should now be placed in the designated glass container.

  • Commingled Recycling: All other approved recyclable items may be placed in the commingled container.

Eastern Oregon Community Fund ChangeX from Amazon is Live


This fund of $175,000 is available to start or expand a community project in Umatilla and Morrow counties. Past projects have included the Martha's House transitional family program, Stepping Stones Alliance homeless shelter, Umatilla-Morrow Head Start, Pacific Northwest Veterans Alliance, and more. A virtual information session will be Jan. 22 at 10 a.m.

Driving Safety Tips


Umatilla County Fire District #1 reminds drivers that winter weather can change road conditions quickly.

  • Slow down, increase your following distance, and give yourself extra time to reach your destination.

  • Make sure your vehicle is winter-ready with good tires, working lights, and a full tank of fuel, and always buckle up.

  • If roads are icy or visibility is poor, consider delaying travel if possible.

A few extra precautions can help keep you, your passengers, and our responders safe this winter.

Electric Franchise Fee Reduction Approved 

Hermiston residents and businesses will see relief on power bills in 2026 after the City Council approved a reduction in the city’s electric franchise fee from 7% to 4%. The change is expected to save the average household $40 to $60 per year, depending on electricity use.


The update also ends the City’s electric franchise fee incentive program created in 2022 to support data center development. Rapid growth in data center operations has significantly increased franchise fee revenue, making the incentive no longer necessary. All customers, including data centers, will now pay the same 4% rate.


Despite the lower fee, city revenues are projected to increase by $1–$2 million annually between 2026 and 2030, ensuring a transparent and sustainable approach that remains competitive across Oregon.
